Class Description

Under the direction of the Pupil Personnel Director, the Early Childhood Coordinator shall assist in overseeing all District preschool referral, eligibility and placement of children identified or suspected of having a disability.

Essential Duties and Responsibilities

Demonstrates and Applies Knowledge

Demonstrates and applies up-to-date knowledge of early childhood education and RIIDE regulatory mandates as they pertain to preschool special education requirements. Administers screening in all content areas and handles difficult screening situations.

Serves as District Screening Liaison

Serves as district screening liaison to families during the screening process and possesses the knowledge and skills necessary to discuss special education referral process, resources and programs in the community, child development, in general, their child’s development, in particular as well as opportunities for family involvement.

Communicates Effectively with Parents

Communicates effectively with parents.

Liaison between Departments

Acts as a liaison between the East Providence School Department and Early Intervention Sites as needed. Attends RID Child Outreach Coordinators’ meetings for purposes of representing the East Providence School Department.

Communication with Staff

Communicates with early childhood and related service staff regarding evaluation team meetings and IEP and parent conferences as needed. Provides information and clarification to staff regarding early childhood outcomes (TSG), Early Intervention Transitions, and Early Childhood Environments (LRE).

Record Keeping and Reporting

Updates class lists on a monthly basis. Generates class lists for all students entering kindergarten. Acts as LEA for student IEP meetings as needed. Documents, maintains, and compiles student information as required and appropriate for record keeping pertaining to referral, evaluation, team meetings, and IEP meetings as needed.

Public Presentations and Outreach

Assists the district in compiling reports/documents as needed. Assists in public presentations as they pertain to early childhood programs and services. Coordinates and oversees child outreach screening, supervises and trains outreach screeners, updates student screening list as needed, facilitates screenings in elementary and private schools, and provides written results of screenings to parents and school department.

Extended School Year Services

Assists the district in identifying children eligible for extended school year services and recommends appropriate programming.

Supervision and Training

Coordinates and oversees child outreach screening. Supervises and trains outreach screeners. Communicates as needed with screeners. Updates student screen list as needed. Facilitates screenings in the elementary schools and private schools. Communicates with families, by letter, the results of screenings.

System of Record Keeping

Develops a system of record keeping inclusive of all student screenings inclusive of all correspondence. Oversees re-screens as needed (4-6 weeks following initial screening).
Knowledge, Skills, and Abilities
Working knowledge of District and School rules, state and federal regulations, and policies applicable to area of assignment. Ability to work effectively with district personnel, administrators, staff, parents, outside agencies, other school districts, and the community in a confidential manner. Must be highly detailed and organized. Ability to act and operate independently with minimal daily direction from manager to accomplish objectives. Proficiency with email and Microsoft Office, Excel, and Google Docs. Ability to work cooperatively and collaboratively with all levels of employees, management, and external agencies to maximize performance creativity, problem-solving, and results.
Minimum Qualifications
Education and experience: A Bachelor’s degree and certification from RID as a Special Educator. At least five (5) years’ relevant experience.

The employee must be able to perform physical activities such as, but not limited to, lifting, and/or moving light objects up to ten (10) lbs., and occasionally lift items slightly over ten (10) lbs. The use of a step stool may be required to reach the top drawer of a filing cabinet as necessary. Specific vision abilities include close vision and color vision.
